Give the girls fans or pass out floral printed squares of paper so they can accordion-fold their own fans. They can hold their fans next to their mouths as they "gossip".

Use cups and saucers and small plates (unbreakable) for the guests to balance on their laps.

get a CD of violin or harpsicord music

Have a serving table where the tea is poured from a tea pot and let people take turns sitting at the two ends of the table and pouring the tea, asking "milk or lemon slice?" and "one lump or two" about the sugar.

Get a pretty dress, something floral or with a fun print, pair it with a pair of pumps, white gloves, and a big hat.

Or you could get really authentic and try to find something from the thrift store with a really wicked old floral print and get some old ladies shoes. Sounds like fun!

Young people did socialise together, but always with a chaperone present (a respectable older woman).

Young men might be invited to afternoon tea, but there would be someone there to keep an eye on them.

In 'Charlie's Aunt' for instance (a popular play of the 1890s) two young men have invited two girls to have lunch at their rooms at college. The aunt of one of the young men is supposed to be present, but when the girls arrive and the aunt hasn't yet arrived, the girls hurriedly go away again to do some shopping. It simply wasn't done to be alone with young men.
