The ride you are thinking of is called a "Shoot-The-Shutes" Ride. These rides have been operating since 1895, the first one being at Sea Lion Park, in Coney Island. The rides grew in poularity, and are still a major attraction today at many amusement parks. Now, the most advanced Shoot-The-Shoots ride is Perilous Plunge, at Knott's Berry Farm. I believe that the most well known companies that make these rides are Intamin, Premeir Rides, and S&S Arrow (Arrow Dynamics), but other companies may make them every once in a while. I dont know but the police and the news are calling them unlawful assemblies. I dont have to agree with them to know they have the first amendment and that is the only law they need. No assembly is unlawful. We have the first amendment with or without permission.
