Absolutely! You can be an illegal alien/undocumented resident for that matter. In America you are allowed to state your opinion! Your senators and congressmen/women really only care (most) about the opinions of people who will vote for them, but they don't usually know whether someone is a registered voter. Their office keeps a log of viewpoints/positions expressed on various issues from emails, letters and even phone calls. When you contact them your "vote" on that issue is counted, and they pay attention. They will then send you a form letter telling you why they take the position they do; they are not likely to reply to your specific points or concerns. And of course, if you are of one party expressing your concerns to a member of the other party, it's pretty much like talking to a wall, but--that's no reason to give up and stay silent.

It is used in some states and the federal government to pick you for jury duty. Some candidates on the ballot use voter registration for sending out fliers.
