The parties decide on an election to election basis whether to permit unaffiliated voters to vote in their primaries. They make their choice known to the Secretary of State. Both the Dems and Reps usually do so, though the Reps did not in the February 5, 2008 Presidential Primary Election. You just ask for the primary ballot for the party in whose primary you wish to vote when you go to the polling place.

Generally they can tell by doing a random sample..with just a few percent, usually. Exit polls tend to be highly accurate (within 1/2%) and a generalized random sample from diverse districts can project who the winner is with high accuracy within a few percentage points margin of error.

Exit polls conducted in 2004 showed Kerry winning the election and that the chance of Bush winning in Ohio, Pa, and Florida were only one in 60 million. This made people realize vote fraud had likely taken place as these exit polls have been historically accurate for over a hundred years (until Bush).

It was how they caught the vote fraud in the Ukraine, in fact. Exit polls are not like polls before an election. They ask people leaving the polls who they voted for. Even without exit polls, they can generally predict how the final count will be based on a small sample of districts..often they wait if a big district that is very different in makeup from earlier ones results are not in yet.
