"Miss" is an unmarried woman, 21 or younger. "Ms" is a woman who is typically unmarried, and over 21, though you can technically still be known as "Miss" until you marry or you die, whichever comes first.

In a professional setting, Ms. is a married woman who chooses not to call attention to that fact and will sometimes still use her "maiden" name. For instance, a woman who got her Ph.D. while unmarried, will go by her original last name and be called Dr. Smith professionally, and can (if she wants to) be known socially by her husband's last name: Mrs. Jones.

The term Ms. came out of the feminist movement in the '70's. The idea was that men had "Mr." and that did not note marital status and women wanted something similar to to signify that they were property to be "owned" by a father or a husband.

And no, you do not need to send in a copy of your photo ID with your voter registration card. It is only to vote. They might ask for your photo ID at your polling place (where you go to vote in your neighborhood), but that is just to make sure you are who you say you are no one is voting fraudulently in you name.
