In you are applying as an undergraduate student for UNCC, then you're residency is dependent on your parents. The reason for this is because you are not considered independent until you are 24, or until you are not listed as a dependent on your parents tax returns.So... with that being said, if you parents want to live in Georgia, but you want to go to school in North Carolina, you WILL be considered out-of-state.
The ONLY way you can become a resident of NC with your parents not living there is you need to claim youself on your tax return, and be independent, with your parents NOT claiming you. And you'll need your OWN proof of a NC residence, and a driver's license, and if you own a car, register your vehicle in NC.
But because you usually need to show you've lived there for a year, your Freshman year will be considered out-of-state.
But, ultimately, you need to talk to the school for specific residency requirements.

It's also a shame when you have to get homeless people off the street and go to prisons to get felons to vote for you.That woman attorney general or whatever her title is in Ohio, says she won't do anything about it until after the elections. Acorn has been charged so far in 12 states.
God forbid if Obama gets this election America is going down the tubes fast.This guy is nothing but a traitor to this country, and it's hard to believe some of these people in America are going along with him to destroy us as a country.

If they make reasonable attempts to serve you, and publish the action in the paper, that can be considered notification, so personal service is not necessary.No, you are not legally obligated to cooperate, but that will not prevent them from ruling against you.

Saw a guy in court who said he was homeless and on a a Disorderly Conduct charge the judge threw him in jail with 1000$ cash bond.Good Luck

* The only fraud committed was against ACORN itself. ACORN hired 13,000 workers to register a remarkable 1.3 million new voters. And a few of them turned in registration forms with inaccurate and even made-up names to get credit for work they didn't do. ACORN fired them and turned them over to the authorities.4
* ACORN reported the fraudulent registration forms. In most states, ACORN is required by law to submit all forms collected whether they appear to be bogus or not—that way election officials, not partisan groups, can make the call. ACORN flags cards that may not be legitimate. And in many places, the charges of fraud only came up because ACORN was the one who flagged the cards!5
* This won't have any impact on the election. No one is allowed to vote unless they are properly registered. And there is no evidence of false registrations actually leading to organized voting fraud.6
