Only if you know someone who has a copy of the published roll on their computer.It's called an INFO disc and costs around £200 which is why sites like 192.com will make a charge for giving you address information although a phone number is free.

You can be in 2 however you may not be able to take the Eucharist or have a coming-of-age ceremony in one of the Churches.My dad was originally Lutheran and converted to Catholicism for various reasons. For a time whilst making his decision, he was a member of both a Lutheran and Catholic Church, but did not receive any sacraments in the Catholic. Later on, he decided to be Catholic and only Catholic, so he removed himself from the Lutheran Church before he applied for his RCIA.

Yeah, well Councils are always on the look-out for ways to raise more cash (in order to spend it on all the 'pet projects' of the Council members)Maybe one day voters might start voting for people who put the interests of the local residents first instead of voting 'Labour' 'Tory' or 'Lib Dem' (on the other hand, pigs might fly :-) )
In the meanwhile, well Councils are not actually very well known for 'joined up thinking' ...
