You must enrol to vote (according to the law), however if you are charged with not being enrolled you can fill in an enrolment form and that's the end of any prosecution.Section 101 (7) of the Commonwealth Electoral Act 1918 states,
"Where a person sends or delivers a claim for enrolment, or for transfer of enrolment, to a Divisional Returning Officer or an Australian Electoral Officer, proceedings shall not be instituted against that person for any offence - committed before the claim was so sent or delivered."
The AEC sees its job as ensuring everyone who is eligible to vote is able to, so fines and jail are unlikely unless you refuse to enrol
