In order to purchase a handgun in Georgia you must provide proof of Georgia residency. The passport shows you are a US citizen, but I don't think the voter registration card is viable proof that you are currently a resident of Georgia. Get yourself a Georgia DL, or at least a state-issued ID card and there won't be any problems.
