Short answer: because that's how it's spelled out in the Constitution.

Longer answer: a lot of the details of the Constitution can be traced back to the idea of states' rights. Before the Constitution was adopted, the US operated under the Articles of Confederation, where the states had a lot of power. The smaller states were concerned about being dominated by the larger states, so a compromise was necessary. The example you gave is part of that compromise.

Every county has a Board of Elections. You can find their number in the phone book. You must register with them to have your name placed on the voter rolls. Then you will be sent a letter telling you that you have been registered, and also telling you where you must go to vote on election day. That's all there is to it. it's very simple.
