Sie sollten bei der zuständigen Behörde eine Briefwahl beantragen. Welche Behörde zuständig ist, hängt, glaube ich von Ihrem letzten Wohnsitz in Deutschland ab. Briefwahlberechtigt ist, wer in ein Wählerverzeichnis eingetragen ist. Das ist man normalerweise in der Gemeinde des Hauptwohnortes in Deutschland. Wie es bei Übersee lebenden Deutschen ist, weiß ich leider nicht. Ich empfehle, den Bundeswahlleiter zu kontaktieren und nachfzufragen:

You should request absentee voting at the responsible administration. I think, the responsible administration depends on your last place where you lived in Germany. You have right to absentee voting, when you are registered in the electoral register (normally in the municipality of your principal residence in Germany). I do not know the circumstances for Germans lin´ving abroad. I recommend to contact the Federal Returning Officer and ask there:
