There are several types of elections. If you are restricted to a party that's because it's a primary. A primary is how the Republicans and Democrats select their candidates for the general election.If you are a D, then the Rs don't want you to vote in their primary. Same thing for the Ds, they don't want Rs voting in their primary. When the general election comes around you may vote for some Ds, some Rs, some other party's candidate, write in a name [I sometimes write in my own name] or skip that particular position.
As to when and where to vote, you usually get a sample ballot in the mail just before the election. It's usually sent out by the city or county board of elections. It will list the time and date of the election, the location of your particular polling place, the names of the candidates and any ballot questions.
