Your husband is still considered a resident of TX because he is from TX and in the military. You, however, are a resident of WA and will have to register in WA to vote. BUT if you still have your TX drivers license and are able to contact the local registrar in TX you can probably vote absentee ballot. That is what we did the first year we were here but since then I have gotten a VA license, but my husband still maintains his MI residency. Complicated, but it works.
