If you want information on pertinent issues, you should talk to people and read the news. Expose yourself to both sides of the story.Try www.nytimes.com or any other online news paper. Most are free. Even better are blogging sites such as www.huffingtonpost.com. These types of sites are better because they're not part of the main stream media. They contain articles written by proffessors, journalists, and every day people who are informed on the issues. They aren't "in bed" with any given party although some poeple from a certain party may tend to utilize one site over another.
If you want to find out what "vote no to proposal 1" or "vote yes to A" (just as an example) means I would contact your local local county clerks office. This is the place where you can take care of all kinds of county business, form filing etc. it is also where you register to vote and where voter registration takes place, in person or by mail, for all elections, local, state, and national. They can fill you in on what the proposal is that is up for a referendum vote (most issues are decided by the legislature but some are put up for a referendum which is a citizens vote where the citizens get to decide what becomes law). From there, talk to people and inform yourself on the issue. You can also contact your local party chairmen. The clerks office should be able to tell you who they are.

All of the local authorities (bar the county council) in Surrey have elections on May 3rd. To find out, do the following:1) Visit "Up My Street" and enter your postcode
2) Click on "Who are my reps?"
3) Note the ward and the council name
4) Go to that council's website and click on Elections
5) Look at who has been nominated for that ward
6) Contact each of the candidates via their party's website and ask "I am an undecided voter in "ward name", Why I should I vote for your party's candidate?"
7) Decide and VOTE on May 3rd

If you will type (belgium voting laws) into the search bar ate the top of the answers page where your question is posted you will find a wealth of info related to the subject.~This is the skewed, illogical logic behind Belgium’s voting laws — which have been mandatory since 1892 — and what the government has been telling its people as it drags them on a leash to the polling stations at the time of national elections. Law in force in Australia and Belgium, and in some other regimes in the past, which stipulates that it is compulsory to vote and lays down penalties for failing to vote. The main effects in Australia are thought to be:
(1) slightly greater support for parties of the left than there would otherwise be, because in a typical election their supporters are less strongly motivated to vote;
(2) the ‘donkey vote’, in which resentful or uninterested voters simply vote for the first few names on the list presented to them. Until elaborate procedures for randomizing names on the ballot paper and rotating their order were devised, this gave a significant advantage to parties which could find candidates with names early in the alphabet
