Karl Rowe's "permanent majority" was never anything but a fantasy--though I think he and the neoconservatives took it seriously. In fact, however, its simply a code word for one-party rule. And that is not democracy. Further, it could only be achieved in practice the way it was achieved for a time in the "Jim CRow" South--by disenfranchising those who did not submit to the rule of a single party.In fact, the neoconservatives are on the verge of achieving the exact opposite of what they intended. The clear rejection oof the neocon agenda and the Bush administration has created a scituation unimaginable even 4 years ago: the opening up of the political process at the very highest levels to women and blacks --for the first time in our history--and one of the two will very likely be our next President. Not only did Rowe and his allies fail to achieve therr one-party rule, but the highest office in the land is now opening up--not only to the Democrats, but to all Americans in a way it has never been open before.
And--much as I'd like to credit nobility andstatesmanship on the part of the Democrats, really, all they've done is accept the oppportunity. The neoconservatives and the Bush administration handed it to us on a silver platter!

Section 1
The right of citizens of the United States who are '18' years of age or older to vote shall not be denied or abridged by the United States or by 'any state' because of age.
Ratified July 1, 1971.
The reason for this Amendment was because many American soldiers were being killed or injured for life in Viet Nam, and before the Amendment was passed were not old enough to vote as the previous voting age was 21.
