Well, at first you have to lodge an FIR at you local police station regarding the lost of your voter id, then take a copy of your filed FIR & show that where first you made your voter's id, they'll see that & make a duplicate one for you.

Call your town or county clerk's office and ask them where to register. It's not just changing an address.

Some states allow you to register at the department of motor vehicles office, you need to change your driver's license and registration as well.

The League of Women Voters can help you as well [they help men too].

Firstly you should immediately register a police complaint in the police station area where your Voter Id card and Pan card was lost. I assume that you have a photocopy of both.

Process for PAN card

You have to pay Rs. 85 (plus service tax, as applicable) to TIN-FCs as processing fees while submitting the form for Request for New PAN Card or/and Changes or Correction in PAN data. If address for communication is a foreign address, the fee payable is Rs. 744 (including service tax)

When you have a PAN but have not received your PAN card/in case you have lost your PAN card, then you have to fill all the columns in the form for Request for New PAN Card or/and Changes or Correction in PAN data but do not have to tick any of the boxes on the left margin. In case of an individual, you have to affix a colour photograph of the size 2.5 cm X 3.5 cm.

You should lodge an FIR immediately, at the nearest police station where you lost your Voter ID card. Submit one copy of the FIR along with Form 002 to your Electoral Registration Officer (ERO) or a Designated Photography Location (DPL) asking them for a replacement. The fee for the same is Rs. 25.
