Now a days Major/selected POST OFFICES r also accepting the applications for new Passports.
Ask her to go n buy the form n fill-up n enclose latest photographs ,address proof,qualification degree certificate (for ECNR entry)date of birth proof n a copy of your Passport etc.,
In case of urgency apply under Tatkal basis.

We Answered:

1). Yes you can apply in person. Make sure to get verification certificate and standard affidavit prior to going to RPO. Checking of applications is done at Counter A,B,C,D at 2nd Floor and Remittance of fee at Counter: E & F in same floor.

2). I am not sure where you heard, it may be soon in future. But currenlty Rs. 2500 remains same.

Fresh Passport Fee -

Within 1-7 days of the date of Application
Rupees 1,500/- plus the passport fee of Rs.1000/-

Within 8-14 days of the date of Application
Rupees 1,000/- plus the passport fee of Rs.1000/-

Replacement of Passport (in lieu of Lost/Damage Passport)

Within 1-7 days of the date of Application
Rupees 2,500/- plus the duplicate passport fee of Rs.2500/-

Within 8-14 days of the date of Application
Rupees 1,500/- plus the duplicate passport fee of Rs.2500/-

Re-issue cases after expiry of 10 years validity

Within 3 working days of the date of application
Rupees 1,500/- plus the passport fee of Rs.1000/-

3). It depends on how you want to apply (1-7 days or 8-14 days).

4). Ration card alone will not help. Attach any one of the following with same address from your ration card. Phone/Water/Electricity/Bank statements. Please visit http://passport.gov.in/cpv/checklist.htm for more.

5). Photocopies is good enought, but take 2 copies. No originals and RPO is not responsible for lost originals.

6). Yes, cash is accepted at counter E & F.
