Yes. The webmaster who has set up the online contest may have tracking statistics attached to the poll that can identify excessive use from an ISP address or other aspects. Then again, they may not have tracking stats or the stats may be limited.

But if the contest host did not take precautions to minimize cheating before the contest began, it may be too late to address it now. There are ways to set up an online poll that blocks repeat cookie and IP address voters. It's not foolproof, but it can help prevent the majority of cheating. Note that blocking solely by ISP address can be complicated, as it can result in blocking innocent parties.

You should just contact the host of the poll and/or the webmaster and ask them to investigate the issue. With that said, you should be wary of jumping to conclusions without solid proof. Also, it's possible that the contest may be set up to allow repeat voters. If that's the case, you should revise your vote-earning strategy.

I'm willing to bet it only accepts one vote per IP address. This is probably not legal, but after once again resetting your browser, you can reset your modem if you use DSL, and you usually get a new IP address, in which case you're good to go! =]

There's probably some spamming occurring, but I think people who participate in political polls on the internet are just more politically involved and aware than your average citizen. Plus, people who go through the trouble of discussing politics in online forums are probably the same people who are slightly on the fringe politically speaking, meaning they are more likely to support candidates like Ron Paul.
