Basically, this: until you are 18 your are a resident of the state where your parents live. After you are 18 you are a resident of the state you intend to make your permanent residence. You do NOT "need" to register to vote in order to be a resident, but voter registration is one piece of EVIDENCE that you are a resident. In other words--you do not need to register to be a resident, you must be a resident to register.

If you are 18 and intend to live in California permanently, then you are a CA resident, you must get a CA drivers license, and you can register to vote in CA immediately. You were a resident of CA the moment you turned 18 and had that intent. So, assuming you do intend to remain in CA permanently, the "year and a day" provision started the day you turned 18, and will be satisfied the day after your 19th birthday. However, if you are under 24 and your parents are not CA residents, you are also going to have to show financial independence from your parents. If they are claiming you as a dependent on their taxes, you will not be able to do that.

ADD: I think you misunderstood the advice given to you. You do NOT have to pay taxes for a year. Tax payment is just another form of EVIDENCE of residence. What is required is one year of residence. If you are presently in California with the intent to remain permanently, you MUST get a CA drivers license within 10 days (assuming you qualify otherwise). Voter registration and drivers license are probably the best indicators of residence.

Register in Utah. You can always change your registration back to California if and when you move back. If you've be living in Utah for 2 years, you're a Utah resident. You can bring a utility bill or other proof of residence with your California ID to prove residency in Utah.

The voter registration deadline is Oct. 6.
