I discussed this very subject with someone yesterday - you're absolutely right.Given that so many people claim to be too busy or disinterested to vote, I think a postal vote sent to everyone on the electoral roll would help to ensure every person at least has the chance to vote. Whether or not they choose to use it would remain their prerogative.
There is also the possibility of online voting, which in this day and age should be achievable. This would mean that the amount of paper used and reliance on the postal service would be reduced.
