From what I understand, Texas has a strange system for its primaries. But I don't think you have to "register" as Rep or Dem, but you do have to choose the ballot for one party or the other. It's not exactly an open primary but is also not a closed one.

In some states, they have closed primary elections where you can only vote for candidates in one party. However, in the general election in November you can vote for anyone you want regardless of party.

when you turn 18 go to your County court house and ask they will tell you what room you need to go to. You will aslo have to sign up for selective service, which I believe you do at the social security office, but ask them you register.
