Often, it's because many people live in states with closed primaries, and choose a political affiliation that will give them a greater voice in local elections.

I lean a bit towards the right, but I have, at times, been registered as a Democrat. Why?

Because while my state is solidly in the "Red" category for presidential elections, most of the state and county offices are held by Democrats. Sometimes, there's not even any Republican opposition, which means that these offices are decided in the primaries, which means that only registered Democrats get to decide who will hold these offices.

So, the result is that my state, like many, has a disproportionate number of registered Democrats than is relevant for a national race. We're probably not alone in this.

As to your actual question I have no idea. And would really like to know the answer. Too bad its happening in California where I am sure its all fine and dandy and I am eqiually sure tax payer dollars are funding their efforts.
