In my state we do. We changed to entirely vote-by-mail in the 1990's and it has worked brilliantly. We get our ballots around October 20, and have 2 weeks to either send them back or drop them into one of many specially-colored drop-boxes (they're the exact same kind of boxes as Post Office drop boxes, but they're white) scattered around town. And we have till 8pm on election day to get them into one of those boxes. Couldn't be easier.

It also completely prevents any of the bickering that goes on about voter fraud. Nobody in my state whines about having photo ID requirements for voting. Everybody signs their registration form when they register, and when you return your ballot you sign the ballot too. Experts look at each one of them to spot fakes. Only expert forgers could successfully vote fraudulently here. Not a big issue and nobody can try to make it one either.

It's because of how easy absentee balloting is that we decided to just go to vote-by-mail. The reason is no matter how easy it is, most people just can't be bothered to request an absentee ballot. Too much of a chore. They're used to going and standing in line the 1st Tuesday of November and that's that. So the state decided to change it for them. Nobody complains.

Go to that website and fill out the Absentee Voter Application. Do this ASAP & fax or deliver it to your county's Voter Registrar office. Some people have already received their absentee ballots, but as long as he receives his ballot by election day, he can drop it off at a voting site while the ballots are still open.
