Yes, if you are also a US citizen and legal resident of the state.

To register to vote in the state of Georgia, you must be:

* A citizen of the United States
* A legal resident of Georgia and of the county in which you wish to vote
* At least 18 years of age by election day

We Answered:

Usually, once you register, and vote regularly, you stay "active". If you skip several elections (even local "small" ones), you'll put put onto the "inactive" list, and I'm not sure how you get back on the "active" list beyond showing up at your polling place and talking to one of the poll workers.

In Alabama, we don't need voter ID cards (yet)., but we do need to show some form of ID (like a driver's license) when we show up to vote.
When I lived and voted in Florida, we had to have a voter registration card AND ID.

Contact your local Voters' Registrar's office.

They should be able to point you in the right direction.
