I don't quite understand your question. If you are filling out the electoral registration form you are re-registering to vote and if you have an address in place B you are just asked to give your previous address so they can take you off the electoral roll there.

If you don't have an address in place B you are sometimes allowed to fill out "A Declaration of Local Connection" form, homeless people for instance can do this, if you're doing the online form click the bit where it says "no fixed address" for more information, but you have to apply for the form directly from the election office.
