I would look at who you are interested in voting for first, then decide which state "needs" your vote for the candidate to have a chance (i.e. if you are an Obama supporter then I would say Kansas is a better choice for your vote since there is no doubt he will win IL). If you are not interested in playing the political game or you don't want to file an absentee ballot then register in IL ASAP...you may already be too late to be able to vote in the general election since you may need to register 30 days in advance of the election (check your state's rules).
