You can only legally vote in your state of residence. Most states have regulations about how long you can live there until you have to change yuor driver's license over anyway.

Technically, your current state of residency is California. You may have to take steps to establish residency, such as obtaining a California drivers license.

Most college residency requirements state that military personnel and their dependents are automatically state residents unless and until they move.

You can still register today by mail as long as it's postmarked by midnight tonight. I'd go to the main Post Office in your town and find out what's the last mail pickup for the night. As long as the form is postmarked for today, you'll be fine.
