You must register to vote where you now live. You will need to show proof of residency. A utility bill and/or a lease agreement, something that shows you live where you say you live. By the way, this is auto. insurance and registration, not voter registration. You might get a better answer asking in the correct category

Yes, you can register in Missouri if you are factually resident there. Or you can choose New Jersey, where you have been legally domiciled.

Domicile is where you have come, and where you intend to settle "for an indefinite period", vacations and other travel or temporary residence aside. (There are special rules for military personnel, diplomatic service employees, etc.)

"Citizen of a state" is a synonym for being domiciled there. A citizen of the USA has the right to declare him- or herself domiciled in any place s/he likes, provided only s/he arrives there (or is born to or adopted by parents who are so domiciled) and declares his or her intention to stay indefinitely (or, the courts have said "for the time being"). Even non-domiciled persons (mainly those overseas) have the right to a "federal ballot" to vote on federal races.

Many people think Missouri is a swing state, at least for certain purposes or certain races.
