He shouldve changed his registration or requested an absentee ballot. If he didnt and wants to vote he'll have to go to his designated polling place.

In most states once you are registered you will remain registered unless you move or fail to respond to a voter verification notice (these are sometimes sent out to those that go 4 years or longer without voting). Today's deadline you are referring to is for those who are registering for the first time. Most states end voter registration for a period of time prior to the election.

You would have to register yourself, you can't have someone else do it for you. There is a form that you have to sign. I hope he didn't sign the form for you, as that is illegal.

You should be registered to where you live (town and state that you reside in). Call the town hall, and ask to speak with the registration office (they may call it something different). If your not on the list, you would have to go down and register if you want to vote. You will have to bring some ID with you showing your address, such as a license, or a utility bill. If you don't have those, ask them what is acceptable.

As in Columbia the country? If you're a Colombian national and you're just visiting here you will have to contact your embassy to cast an absentee ballot.
