If you will be living in a dorm, and maintaining your permanent address in FL, you can get an absentee ballot using your permanent address. If you are permanently moving to NY, and changing your drivers' license, then you can do it at the DMV.Donna Said:

Contact the Board of Elections. There is either a box on the registration form to declare party affiliation, or you may be able to declare party affiliate at the polls. In Ohio you declare party affiliation at the polls when you vote in a primary. I don't know which method Virginia uses.Ida Said:

When you move to a different election jurisdiction, you have to file appropriate papers in the new jurisdiction to have your registration transferred.
