You can register to vote by completing a voter registration form and sending it to your local board of elections. Voter registration forms can be obtained by downloading one from the NYS Board of Elections web site, by calling 1-800-367-8683 or by calling your local board of elections.

If you will be living in a dorm, and maintaining your permanent address in FL, you can get an absentee ballot using your permanent address. If you are permanently moving to NY, and changing your drivers' license, then you can do it at the DMV.

We Answered:

Contact the Board of Elections. There is either a box on the registration form to declare party affiliation, or you may be able to declare party affiliate at the polls. In Ohio you declare party affiliation at the polls when you vote in a primary. I don't know which method Virginia uses.

When you move to a different election jurisdiction, you have to file appropriate papers in the new jurisdiction to have your registration transferred. I do not know if in New York State that would be as detailed as a new registration, but you will have to file something.
