The last day to register to vote prior to the 3/4/08 primaries was one month earlier, on 2/4/08. Texas does not require voters to register for a specific political party. If you are a registered voter, on primary day (or during early voting) you simply request the ballot for the party of your choice. You will be assigned that party for the remainder of the year (for run-offs, etc.), but are free to vote in any party's primary during the next election cycle.

If you're a resident of the town you go to school in (have a lease, utility bill in your name, etc.) you can register and vote where you currently live. If you live in on-campus housing you most likely still have residency in your home county (the address on your driver's license or ID card) and you can vote absentee.

According to the Texas Secretary of State website, the deadline to register to vote in the March 4, 2008 election was February 4, 2008. So yes, it's too late for you; however, go ahead and register now so you can vote in the general election.

Most state's require that you are a resident for a specific period of time before you can register in that state. It is generally 6 months. However even as a student, once you are in the state for 6 months you can register as a resident and vote in that state's elections. This can become important when a student becomes involved in local campaigns in the area where they are attending school and want to vote for the candidate they are working for.

If you want to vote in the Louisiana elections, you simply contact your local Board of Elections and tell them you will be at school when the election takes place. They will tell you when to contact them again to have an Absentee Ballot sent to you.
