Every autumn your local council sends an annual canvass form to all households. One person in the household fills that in and sends it back, and the electoral register is compiled from these forms. So you can be registered without knowing it if somebody else did it for you.

You do NOT go on the electoral register when you start paying council tax. The two lists are totally separate - think about it: the council tax bill only has one person's name on it. How does the council know about everyone else in your house? It's not from that. They HAVE to find out separately.

If you have received poll cards, you are on the register. Read them again - you have a register number which is on the cards. Poll cards are sent to everybody on the register and there's no point sending them to anyone who isn't as they can't vote. Maybe you have forgotten about the annual canvass form, or somebody else filled it in, or you didn't realise what it was - but you ARE registered. There has been a lot of advertising about this because there is concern that too many people aren't registered, especially young people, but it seems to be confusing people who already are registered and making them think they need to do it again.
