Nearly all states have registration cutoff dates before an election and unregistered voters who fail to register on or before that date may not vote on election day. So, the answer to your question is dependent on where you live and your political interests.

No, it does not cost you anything to vote. It does to obtain a certificate, however. I have already registered and voted. It does not cost anything.

no such thing as an address blacklist any more, used o be but not anymore.

the electoral register is just one of the means credit checks can use to prove your address. As soon as you notify your loans, credit cards etc that you have moved the address will be associated with you. you can also prove residency by sending them utility bills, council tax bills.
