I'm a poll worker in CA and we don't ask for any ID (sucks - we should!)

It think it would depend on how long you lived in either state - but I'm pretty sure Illinois would be delighted to have you pay tax to them. You could possibly exclude Texas money from being taxed by Illinois, if you were able to file Illinois Non-Resident. You need to talk to/or look at the rules for both states. The states often have very interactive websites. They often have people who help low income people.
