It matters. If you moved into a new polling precinct and didn't file a change of address with the voter registration office you will have to go to your OLD precinct to vote. You have no way of knowing what your NEW polling place is if you never filed a change of address anyway. You can't just show up at any place with a "VOTE HERE" sign out front. They have a LIST of registered voters in every precinct and if your name's not on the list, you can't vote there. Even then, you MAY have a problem if you tell them you no longer live at the address on the records.
As for the ID needed, you'll need a picture ID at least -- and your address should match what's on the voter rolls.
I don't know the specifics in California when it comes to voter registration CARDS. I lived and voted in Florida for years and had to have one. Then I moved to Alabama and all I've ever needed is a photo ID.
