first of all, you go to school in Utah. So you belong to Utah. I also have a driver's license in Texas and am registered to vote in Indiana. When you go to do your taxes they always ask" what was your state of residency as of jan 1 of whatever year?" In indiana when you register with the BMV you can become registered to vote. Your Pennsylvanian voter registration should be null and void. You will need to register in Utah unless you move back to Penn. before you need to vote again. Your driver's license doesn't matter, that will only hurt your auto insurance if you don't change it to Utah. So Utah it is.

try the county courthouse first there is usually no charge there if noy try calling your counsel person fir the area they can help u get the voter registration list if it is for a good reason if all else fails try doing a google search for that county check the google white pages using that county as the question
