It sounds like a good idea (but with the rabid nature of partisan-politics being what it is) I think both sides would use this "no confidence" vote out of spite, rather than to try and force a positive change in the level of our political leaders.

It would require a complete overthrow of the constitution, which would require that 2/3 of both the House and Senate agree to a rather detailed ammendment revising the relevant articles and 3/4 of the states ratify it.

I think the current system is superior to the parliamentary system in that the President's position is more stable than most country's prime minister positions. Since he is the chief executive and commander in chief, it is much more essential that his position is secure until the next election.

Moreover, our constitution already provides for a method of the legislature to remove the President. Because our president's policy is not based on how well the legislature approves of it, a situation which strengthens the separation of powers, a simply vote of no confidence makes no sense. Instead, the president only should be removed for violating the laws, which is already provided for in the impeachment process.
