Most jurisdictions require an original (or "wet" ink) signature to register. When you "register" online, you are filling up someone's database with your information, which is then pre-printed on a card and sent to you for your signature so you can then mail it in.

Cut the middleman out of the process. You can fill out (and turn in) a form at any number of mandatory sites--libraries, DMVs, and public assistance offices being the usual places. Obviously, you can always get a form from your local elections office.

If you're merely talking about an address change inside the same jurisdiction, that can usually be done online without a problem.
