You need to do the followings

1. First, get yourself enrolled in voter list published by the State election Commission. If you do not find listed over there then write to Election commissioner to get yourself enrolled over there.
2. Meanwhile, you need to deal with two things - one is photo identity and the another is address proof.

Photo identity is the document given from your school affixing your photo over there or any document verified or authenticated by any govt. agency for your identification purpose.

As you stay in your brothers family and you have family relationship with your brother so question does not arise about any possible objection on using the brothers address to be your address !

You apply for this to the State Election Commission and the necessary follow up action shall be directed accordingly to you.
