The school can have you investigated but it is questionable that they can have a person follow you around 24/7. Are you even sure that it is the school employee that is following you and for what purpose? Did they tell you that they would have an employee follow you around? If not, I suggest you have a chat with the police department. Actually, do it anyway as that is excessive, and this could be considered "stalking".And that is complete crap that they won't accept all that evidence as proof of residency, especially if you have a voter's card and automobile registration in your new address. If you were fraudulently registering your child, it is highly unlikely you would go to such an extent. I suggest you have your lawyer write the school board a stiffly worded letter detailing what you provided to the school to prove your child's residency and that you object strongly to being followed by an alleged school employee. And that you consider this to be harassment (which it is). I think you will find that the school board is unaware of such behavior and they will probably nip it in the bud as they will not want to be sued! Good luck.
