I believe that in order to vote in the United States you have to have lived in the United States at some point. Usually, you are able to register in the state that you most recently resided if you are overseas. If you never lived in the United States you probably can't vote, just like citizens who reside in PR. The only way you would know for sure is to check with the embassy.Ken Said:

I don't know about ownership of land but if you own properties and pay council tax in two different areas it certainly used to be possible to vote in local elections (for the local council) but not in General Elections. Before I bought my own property where I live now, I lived in lodgings, because I worked too far away to travel to work each day, but my "home" was with my parents. I was on the electoral register at both addresses and would vote in both areas. As they weren't too far apart I used to drive over to vote in my parents' area.I don't know whether things have changed but you can only vote once in a General Election.
