If you are over 18 years of age and British there is no problem. Are you an immigrant if so then I have no idea how you would go about this but if so I would imagine you would have to be resident in this country for a few years.Nathaniel Said:

Council tax is the responsibility of the "householder". Whether that's the landlord or the tenant depends on the type of lease. It sounds like it's the landlord, so it's his problem.If you live at the premises, rather than being an occasional guest, the householder cannot claim a single occupancy reduction, even if you are unemployed. You can probably claim Council Tax benefit so you don't have to pay, but you're not allowed to pretend you're not there.
Getting yourself on the electoral roll won't automatically alert the Council that you have irregularities with Council Tax. Most Councils have enough trouble communicating within a department, let alone between different departments. However, they do check up on people claiming a single occupancy discount and you could be prosecuted. I suggest you contact the Council Tax department, tell them that you had not expected your stay to be permanent and ask what you have to do to regularise the situation. It should leave you (or at least the landlord) better off since your benefit is likely to be more than the extra Council Tax.
