According to Section 19 of the R. P. Act, 1950, only a person who is ordinarily resident in a constituency is entitled to be registered in the electoral roll of that constituency. However, such of the non-resident Indian Citizens who are employed under Govt. of India in a post outside India are eligible to be registered as voters in terms of Sec 20 (8) (d) read with Sec 20 (3) of the R. P. Act, 1950.

If you are not registered as a voter, you can not vote by mail or any other way.

Are talking about your registration? You can just mail it in. In Ca you can registrar the day before the election. If your talking about absentee just drop it off a your polling place.

You only ever have to fill out one registration form (unless of course you need to re-register after moving or changing your name); the form is consistent no matter what election you are registering to vote for.

Unfortunately, the deadline to register to vote prior to Texas' Primary election was yesterday, February 4th. If you didn't submit your form yet, you are still able to register to vote after this deadline, though you are not allowed to vote in the state's Primary Election on March 4th.
