You need to be 18. You need to be a U.S. citizen for most elections (although that is not required for some special districts, like some irrigation districts). You need to be a resident, which means that you are in California with the intention to remain permanently. There is no particular time you have to be resident, but you must also register to vote some weeks before the election, which is going to mean you will have to be a resident by the close of registration. First of all, the person who was commenting upon the electoral college (p.s the purpose of the electoral college is to give areas of low population a proportionate opportunity in voting, which is important). That has nothing to do with voting requirements, but the voting system. Also, about it taking so long to register to vote. It really doesn't take that long. A lot of people have to register, and DMV has to process them all. But it only takes about a week or two to get your registration card after you register. Even then, you don't have to have the card to vote in most districts, just your license and they can look up if you are registered. BUT if you aren't lazy, then you do have AMPLE time to register.I really can't think of any disadvantages, nor could I find any online. The 1982 extension of the Voting Rights Act extended the act to protect the rights of the blind, disabled, and illiterate (see link below). The only other thing that I can think of is the fact that people who have felonies cannot vote in certain states. Perhaps they committed a crime when they were very young and have completely changed their ways. But I think that they can appeal to get back their right to vote, so that wouldn't work either.
