In India, ministers are not elected. Elections with full adult franchise are held for constituencies delineated from among the districts. One member is chosen per constituency based on first past the post system. The leader of the party or coalition which has a simple majority in the house of representatives is invited to form the government. A cabinet of ministers chosen by him is appointed by the Governor or the President in the states and the centre respectively. The cabinet lives as long as it enjoys the majority in the house.

The entire election process is a game of power. 50% of the middle and upper class do not vote.

Daliths, Muslims and many backward communities do not register their birth and deaths. Also they will not vote because of the threats, fear and aggressions against them during normal times.

Atleast 10% of the voter list is bogus. Either non living names or dead voters.

All these absentism is used by the contestants to caste their own votes. Those who can manage to cast more bogus votes get a chance to win.

If the total polling is 55%, the winning candidate will not get more than 20% of the total votes, when 4 candidates contest the elections.

So we get a Prime Misister who gets anly 20-25% people voting for his party. Naturally 75-80% people have voted aginst him. He need not work for the people who voted aginst him.

A natural logic followed by every politician. This is how Indian election works

Postal Voting system is only available for military Personal who can't leave their job & come for voting.
& Regarding voting thru internet, Till now not all parties are happy with EVM san the idea of e-Vote due to fear of hacking.
