Unfortunately, I do believe its true. In fact, I know for a fact that some people are voting for McCain simply because they do not want a "black man" in office. My father is one of those ignorant people.

I can see why you are confused... you have a lot of answers here, but almost nobody knows what they are talking about.

I used to be a Republican Precint chair and I ran a couple of primary elections. This is how it works.

After the polls are closed, anybody who has voted in their particular primary (they stamp your voter card) can stick around for a caucus.

The primary purpose of the caucus is to provide input for the State Party Convention. The State Party Convention writes the platform (that's a document that says what the Party's goals and objectives and plans are, and why you should vote for them). Party Platforms used to be very important and people paid attention to them... now a days nobody even reads them. The other thing the State Party Convention does is formally nominate who is going to be on the November Ballot, and it decides who is going to be a deligate to the National Party Convention.

You can also vote on resolutions people put forward, dealing with particular issues they are interested in. These resolutions go up to the state party, and they listen to them, so they get a good idea of how the party activists feel about the issues.

On the Republican side, that is it. The caucuses I ran were all over in less than half an hour...except for once when we had a big argument over a gun control resolution. If we voted 600 people in the precint, maybe 8 would show up for the caucus.

Things are different on the Democratic side.

The Democrats set up their primary so that 2/3 of the deligates are selected by the voters in the primary, and 1/3 are selected by the people that come to the caucus.

This was done because from the end of the Civil War till about 1980 or so, Texas was run by a Democratic Party "machine". The Party bosses pretty much ran the Democratic Party, and the Democratic Party ran Texas. (Republicans didn't start winning elections down here till the late 70s). The machine didn't want to just let the voters select the nominee, that would mean giving up to much power. So the machine set it up that 1/3 of the deligates would be selected by a caucus.

Since almost NOBODY shows up at a caucus, it is a lot easier to swing a caucus than it is a primary election. Two or three active and outspoken people carry a lot of weight in a caucus, but they get voted down in a primary.

So the caucus is there in case the people in the primary vote for "the wrong" candidate, someone the party activists do not like. If that were to happen the party activists have the caucus as a way to swing the result to the side THEY want to win.

It's not about being fair...it's politics...its all about power.

The people who say you can register in either state are incorrect. You must register in your state of residence, and you can be resident in only one state. Since you also must have a driver's license in your state of residence, it would appear that your are an Illinois resident, and must register there. You should look into obtaining an absentee ballot.
